I just checked using the Maps app on a Pixel 10 when I switch to the affected Google account and all of the admin options are available . . . I can't vouch for iOS.
Makes me reconsider using an agency account and having all my customers under one umbrella, I feel for the OP on that Google forum . . . over 200 customers that they can't service for almost a month now.
I was letting this ride out a few days just to see if it was a glitch, I have never had to escalate an account based issue before, is there a form or process for reporting that kind of problem?

I can edit the business information from the pencil icon in the Profile Manager but that's the only section I can access.

Can you have them invite one of your agency email addresses via their own GBP admin?
You can also check from the workspace user to see if there are any restrictions on the account when logged in to each account: myaccount.google.com/restrictions

Another new one for me, and the opposite of the current GBP bug where the KP doesn't show up.
Every location for one of my Google accounts shows the sidebar KP and the note that I manage this business profile, but the main GBP "Your business on Google" links are not showing up...
I assume you would have to change the logo in each GBP location for that to take effect, I did a quick search and I see 50 locations for that brand across North America.

Nothing workspace related, it's an alias for her business domain that forwards to a Gmail address.
This is a reason I always decide against an agency account, I have about a dozen Google...
