Has anyone tried to compete with a business that has a "virtual workspace" location? They have GMB's locations everywhere; however, when you visit their location, it is not an actual store but only an office space with a greeter that encourages shopping from home only.

Is this against Google's guidelines? If they do not have proper signage on their address, can we report them?

If they aren't staffing the office with employees of the actual business, have a permanent space with signage, they would not be eligible to use the location. You can report ineligible listings via the Redressal Form
