Our law firm client does not visit the customer's place including the physical address (Chicago, IL) they have. But, they want customers/clients coming from other cities like Oak Park, Evanston, Elmhurst, Naperville, Aurora, Gurnee, Elgin, etc.

Then is it a good idea to utilize the areas served in GBP?

Service area has no impact on rankings whatsoever. You will need to use paid ads to target those cities.

You could also build out some city specific pages to target those areas, but given the competitive nature of legal, it'll probably take some serious seo work to get ranked. And they'll only show up in the organic listings, not in the local pack.
