Old Listing Hijacked by another business

Hi,

I have a client which has just purchased a new massage business. She has created a new gmb listing but we've just noticed the old listing has been hijacked by a competitor in a neighboring suburb who refuses to transfer ownership - this is the old listing which has been hijacked -

Bexley Massage 638 - you can see that the address of the gmb is completely different from the GMB landing page


This is my clients new GMB (the correct one) - Saigon Princess Bexley - unfortunately, the hijacked listing ranks higher than the real listing.

We have tried marking the gmb as permanently closed - to no avail, since the person just keeps marking it as open again.

Please help.
