Suspended Listing Quality Guidelines

Hi, I set up a listing for a client and google flagged it saying the an account was in violation that had access to the listing. I checked all of the accounts and none of them seemed to be in bad standing (security check was good & able to become local guide). I removed the listing and appealed with license registration utility bill and added photos of the address, signage, vehicle, and office space. Now google is claiming we are violating quality guidelines. When I look at the profile there is a lot of information missing that it there when I dont click into the profile like hours and address. I tried adding those back in but I see a cant save changes message pop up.
