Why doesn't Google display local pack every time?

Hey guys, I have noticed that sometimes I will type a kw and the local pack is not displayed and at another time searching the exact same kw the local pack will show?

Does google rank a business both in the SERP's and also in the local pack at the same time or would they display only one or the other please?

You can rank in both places at the same time, they're not necessarily a one or the other.

Nope. Not one bit. My understanding at Google is that the teams themselves don't even talk to each other regarding results pages. But aside from individual employees, Google does not provide any Organic reward to you for spending money with them.
