Yes, so there are two cases as you mention both. Customers who need a hotel right now. e.g. they are at an airport and the flight was cancelled and they are stranded, etc. so they are searching for hotels nearby. We are near an airport so this is very relevant.

Funny you should reply, I got the most useless response from your support team. Also your response is vague. There are a lot of categories on GBP but most of them do not trigger an entirely different SERP like hotels do.

I don't know that industry, but some of the highest ranking profiles in my industry all set the service location to their city. This is for physical businesses with service only at their physical location.
I also expect it has basically zero impact, because in my test case where I changed it...

Is there any signals that one could theoretically generate that would encourage google to shift the map pack up? for example lets say there is 5 organic results and then a map pack. Is there something I could do that would make google push the map pack up the page above the organic results?
This is a very good point too. in OPs post his rank tracker is very very zoomed out. he will of course get clobbered by closer competition to the searcher.
