IMHO, Adsense isn't necessarily disqualifying. That said, it can be a good filter. I'd look for more topically / geographically relevant "real" sites. Is "londonnewsonline" a "real" recognized news site? If not, probably skip.
I'd also make sure you're listed in major...
@Daniel L - Sorry to hear this. A lot great advice already posted. Without knowing the site, it's hard to provide specific guidance. Based on what's posted here, I would agree with those that have suggested that it's likely due to Google concluding the location pages are "doorways." See: Spam...
Will be so interesting to see how this plays out. Another great reminder not to rely solely on Google data. Should be able to do some validation across other tools, no? Tracking calls? If so, any insight there?
Lots of great tips here. One more I love: Call transcripts. Hear customers / clients describe their issues, questions in their own terms. Use them to inform keyword strategy.
