Yes, I would work with LSA support to try and denylist the old account.
I’ve seen an increase in account verifications being rejected recently, so it’s possible Google is tightening up their systems.
You will still need to submit an appeal on the account you’re currently using.

If the two accounts are linked to the same GBP and the old account was never fully deny-listed that is likely the cause of the suspension especially since Google’s “Circumventing Systems” policy specifically mentions multiple account abuse.
As for next steps, you can try calling the LSA number...
