This must be very frustrating, but the only solution I see here is to contact Google Support and let them know about this situation. They might be able to verify the profiles again based on a few storefront images of the businesses. Best of luck!
Oh, that is very unfortunate! Did you make any updates on the "core" information displayed on the profile, such as phone number or website or address? When you do this, Google might ask you to re-verify your profile.
Google has recently switched from the postcard verification to phone / video verification being the main verification method. Please try verifying these profiles again using the methods that are currently available - you must have been unlucky and when the postcards were on their way, Google...

I assume this is the reason why it's so difficult to get rid of this profile. Too many websites proving that Just Roofing is located under an address.
I've heard about such a situation before but can't find any information / solution here in the forum. Maybe the address is hidden somewhere on the website? There has to be a page on the Internet where the address is linked with the company in question and the algorithm must have fetched it from...

- Is the duplicated listing in your dashboard (Google Business Profile Manager)?
- Or is it a business that you can see on Google Maps? If yes, can you claim it from the map?

I'm not sure if I missed that - did you add an address to that profile, or is it a pure Service Area Business? Google might not want to reinstate an SAB profile if there's an address on your proofs of eligibility (at least that's what happened to me once).
From my experience usually creating a new ticket with Google Support helps - as always, there's people on the other side of the screen, they can make mistakes, forget about our cases, misunderstand guidelines, etc etc.
