I agree. I suggest Moz Local for ALL my new clients. at $99 you can't beat it. Once GMB is setup I just include it in my onboarding. If you start with them, even when/if you cancel next year, the aggregators are set. But $99 year why would you.
Do you control those "old citations" if not how could you do anything but mark them closed?
once the new GMB is verified and the new citations filter down everything should work itself out. Work on your SEO and Content and wait a few months and then adjust. good luck.
