In this case, the details do matter. Google can be very inconsistent is how they apply their rules, but there's often a reasoning behind their decisions. If you're willing to share what you're trying to add to GBP, we can help diagnose the issue. If not, we really can't make any suggestions.

It's hard to figure out a reason unless you share the business details

The way I read it, OP already knows all of this. They were just looking for a source to give to stakeholders.

We've built out the major citations for this location. I'll have to look into our options to update StreetView ourselves. Google just updated the next block less than a month ago, so we'll probably just wait.
