Seeing as each location takes in "clients", wouldn't Google want to break each unique location out separately? Back in the old days if you had a unique address and phone number you were good to go. Given that Paid ads are and always have been Google's bread and butter I would not be surprised if it was a test and they rolled it out to more markets. I sure hope not though.

Wow, that's ridiculous. Sure, the unsuspecting participant's address may not show up in the +Local listing, but it WILL show up in all of the citations created for it. Sad spammy technique. I wonder what agency is behind it.

Thanks for the response. I did a quick search and sure enough a dupe or two have popped up. Hopefully getting those merged/taken care of will solve the problem.
