Given that Paid ads are and always have been Google's bread and butter I would not be surprised if it was a test and they rolled it out to more markets. I sure hope not though.

Wow, that's ridiculous. Sure, the unsuspecting participant's address may not show up in the +Local listing, but it WILL show up in all of the citations created for it. Sad spammy technique. I wonder what agency is behind it.
