Linda, the only place I see the Location setting in FF, Chrome and IE is at the location shown in the screenshot below. Hasn't it always been located under the "settings" option?
I agree with Cody. In fact, I've found that SMBs really don't care how things work under the hood when it comes to rankings... they just want someone to come in and deliver results, not complain about Google. If it requires PPC, they are just fine with that.

These look low to me, but it all depends on what part of the country you live in AND what size company you're working for. For example, a "SEO Specialist" is a much different role in a Fortune 500 company than it is for a small business. The responsibilities and salaries are different as well.
