I find that you have to get really aggressive with the provider and email a rep or reach support directly to have them unattach your GBP. Grubhub owns seamless so ask for both to be removed at the same time. Same with Uber Eats and Postmates. Make sure they remove them both at the same time...

This is not a bug. Its working as intended. After a suspension you essentially have to rebuild trust signals through reviews and clicks. Ive personally experienced this as well. Its common issue after suspensions.
I recomend you update the business name to match the sign. Verify then you can change it after the verification is complete. I would make sure you are not pending or processing before any update.
