It is not necessary to add the city name into your business name. This is because Google will take the city name from your address & add it into your business name during the search anyway.

Try using a new mobile phone number (a number which has never been used on any GBP). In my country, GBP registrations using new mobile phone numbers will receive the 5-digit verification code via SMS immediately. No postcards will ever arrive.
