In considering suburdan cities/areas in a a major metro area for law office relocation, is it a good sign (a sign of a good prospective area to move to) when a search for a lawyer in a given speciality and area/city yields 3-pack listings that are NOT lawyers in the target practice field (that is, business category in GBP is a mismatch). Seems like google is saying "this is the best we can do"?

You've got a good point. However, it would be safer to corroborate this discovery of yours by running FB ads & Google Ads for that location. The response from your ad campaign will give you a stronger feel of the market in this location.
