Map spam like this can be very hard to prove and get removed, especially if the business does exist and they are just using a fraudulent address. What is the business listing in question? It would be helpful to have a look.
I just tried the Edit your Business Information tool for a business that had their website edit rejected. The tool did not kick me to the Appeal Tool. Instead, it funneled me to the Edit Rejection Appeal Form. It is possible there are different flows for different edits.
Or perhaps Canada has...
In my experience, Google does not take action on a site for duplicate or thin, similar content. This does not mean it cannot happen, but it is super rare. The main reason thin, crappy content ranks is when Google has nothing better to rank, so that content gets top positions for low-competition...
It is so frustrating. Sometimes Google does scrutinize certain profiles more than others, especially if that profile has a history of suspicious review patterns. I am not saying that your client is in that bucket, but it happens.
If you DM me your GBP community forum link, I can pop over there...
Since your second appeal was denied, your next and only step is the GBP forum: https://support.google.com/business/thread/new
But first, you need to fix whatever caused the appeals to get denied. I noticed on your website there is no address. Is there a reason why? Are you a service area...
When they replied and republished five of the reviews, did you provide proof of those reviews, like screenshots or user names, or did you just tell them five reviews were missing without any proof?
If you did not already provide proof, I would try to contact Google again and provide proof (if...
I would try the form again and request a live video verification. That is the only fix here. If the form does not work, try posting on the GBP community forum https://support.google.com/business/thread/new
It seems Google is increasing the amount they crack down on fake review suspicion. If the reviews were legitimate, you should appeal and let us know how it goes! I have heard the appeal can be hit or miss.
If the allegations are true and they were incentivized reviews, tell the client to stop...
Did Google not reach out to you or reply to your form submission? Did you attempt the live video verification?
Anecdotally, I have not seen an influx of "No more ways to verify," but it would not surprise me.
Without seeing the website and analyzing the data, I would lean toward this option too. A domain change is a major undertaking and will impact rankings drastically. I typically recommend that businesses with well-established domains avoid changing them at all costs.
Can you share a screenshot of this featured snippet?
Also, why do you want it removed? I am just curious.
Off the cuff, if you no-index the page that is getting the featured snippet, that should work!
There is no workaround that I know of. You need to click that "contact support" button, which should connect you to a support team that can set you up with a live video verification. It is not the normal contact form, it is a special verification form. Ask them for a live video verification.
