It will show you pages you've got marked up with the review schema with a snippet that doesn't appear on a normal query. site: queries are treated differently by Google.
It doesn't necessarily mean Google will serve them with the snippet, it just shows which are eligible based on the page...
I wouldn't call it a anomaly. Do some research. You've got everything you need to make it happen here in this thread. It seems to me like you're just looking for a Do 'this' and get 'this' result type of answer; which is rarely the case for Google.
It was the new hotness 4-5 years ago. It was abused (like most things) and Google put training wheels on it so that it no longer appeared on a site's index page. I'm sure @Joy could provide more detail, but that's a jist of it.

This is something content-marketers say that don't know jack about SEO. I'm not saying to don't focus on content, but that's not all it takes especially in a niche as competitive as yours.

The 'Latest Links' section on a few of the accounts I looked through this morning have a lot more links reported than I recall it ever having (more than the live majestic index & ahrefs for the last 60 days).

GSC is typically the last place I check for backlink data due to it being partial; especially when you start getting into the 100's of 1000's of backlinks area. For me it's typically a combo of Majestic + Ahrefs & then GSC.
