Well based on your timing I'd say you're seeing the affect of the Pigeon Update which was rolled out to the UK a few months ago.
Expect to see some flux in the local pack, or possibly a culling of the 7-pack. Here in the States we've see some 7-packs reduced to 3 or some queries not showing...
If you have a domain that has a good link footprint, meaning not a lot of links or crappy links, then my advice is to build up the domain and use sub-directories for the cities you want to rank for.

On an old domain that I used to manage we had a local dedicated host specific to our location, after a few years we went to shared host outside of our location.

BUT when I search for san francisco dui lawyer, I get 2 organics at the top, then 7 pack, and more organics...all SF businesses.
Keep in mind that it will take Google some time to revisit your page, it's not going to show up right after coding.

I wouldn't waste time reporting any PBN's as they have mostly be detuned because of the vast amount of spam that's been going on for so long now.

Also agree that for a law firm it's about ethics, a scam is a scam.

Not completely, in fact many in certain verticals have seen a large increase in visibility starting when the "flying rat" pooped all over the SERPs.
Legal Vertical Examples include: AVVO, lawyers.findlaw, thumbtack, Nolo, Yelp...
