It would be totally fine to open a new account under the same name in a different state since the business is registered in both states and you have office spaces in both states.
However, you cannot link your GMB reviews from New Jersey to more than one LSA account so they cannot be linked to...
If it's a good lead you could always mark it as booked while it's "in review" and then go back and rate them later. Either way I wouldn't worry about it too much.

You are technically only supposed to have 1 LSA account per Google Business Profile (GBP) but as of now, it is still possible to create multiple LSA accounts per GBP listing.
