I've had an issue with bulk verification in the past and my only solution was to reach out to GMB Help as the mail option did not work for us either. I used this form and they were able to help from there.
I'm pretty sure if you put 12:00AM-!2:00AM it should work.
If not, you can probably add 00:00-24:00 as they are basically equivalent.
