Thank you for this post! I noticed the social links - "Place page URLs" - in the GBP file export in early July and tested on a listing, but the links did not go live. Went back to this listing now and they are all visible.
As a side note, I have noticed that uploading the logo in the NMX interface under "Add photo" will get the logo to display immediately even on chains but it's when the logo is submitted through the API that it's not reliable.

Try going to business.google.com/locations and you should see a list view of your locations. Click the radio button top left to select all and then right hand side - click Actions button, download businesses.

Here's an additional "hack" though I doubt any of these hacks will last for long... but from list view, if you click on the add photos icon on the right, you're taken to the original photos interface. Then you can switch into the "Info" tab and edit the listing from there like usual.
"You'll have access to the dashboard" but you just won't be able to do much of anything in there. :LOL: I know Google is bad at communicating but that messaging is so misleading it's comical.
Frankly, this is an awful user experience for bulk users. We use the API for our bulk clients of course but still manage individual profiles in GBP all day every day - for junk "Google Updates" especially. With some clients having 10k+ listings...managing in Search is bonkers. What a Halloween...
