There is another option but it involves doing the work manually. I do not know if Express Update handles the submission differently internally then an automated bulk submission (faster updates, etc..). You can claim & verify the locations through the available free search here ...

You may want to check the left sidebar menu when you are logged into the Google dashboard when viewing the group. If it does not say "verify all locations" as one of the menu options then it might be bulk verifed already.

You may want to create a new account to be used as a owner or manager of each location. You would need to invite the new account from each location. You would then still have all locations in separate accounts, but also one account with all locations for easier management.

You should be able to send a ticket in to Apple support and have them manually review, bypassing the phone verification.
