Google page speed insights uses the chrome user experience reports. That's why it's hard to optimise the site, as it's gets too technical.
Google lighthouse helps to understand it way better, especially for slow performance devices.
You can do lighthouse check in the chrome browser too.
Each tools shows different data. You should start optimising the site for the 3G connection and low processing device. That's where lighthouse helps to find.
If you optimise for that low speed and the low powered device, then your site will be very faster.

Fix it up, and add the Hasmap in the schema markup with GMB CID.
Colan, That's a good point of using CID of the GMB and using it in the embed code.
If my SAB client who can server 50+ miles from his place, then in this case I have to crate city based pages. That's where I'm trying to create the such kind of pages. Not sure, it will have a impact or not...

Make the 410 HTTP response codes for those URL's Or Leave the 404 error codes as it is.
And
do use the google indexing API to remove the URL from the SERP

If it is a single location website, and 10-15 nearby towns,..it's okay to link to them at the footer, or sidebar, etc..
From those town based pages, do link other town pages and main city page too. As a closed circle, this should help rank every page of those towns with low competition.

Agree with @Colan Nielsen . As there are more GMB's are created from co-working spaces. I work from a co-working space and running a GMB for it. Not a problem, in the same way if anything happens, we can sort it out with proofs, etc.

You're going to use the same address, but a different phone number, categories, etc... That shouldn't be a problem when it comes to GMB filtering.
Please do a cross-check in this forum about the GMB filtering.
Create a new GMB and new website for your secondary service. Because they are totally different categories altogether.
