City plus State in H1

Should title tags and H1's be done with service city and state? I have always just done service and city but wanted to get some ideas on adding the state onto either the title tags, the H1's or both. I have always done fine organically and with places not using the state, but I realize it is not something I have ever looked into.

I normally would not do state unless it's a case where surfers would search that way. So for example there is a Portland Or and a Portland ME so people may tend to search more for KW City St to be sure they get the right location. Plus you have City St in footer or sidebar, so that's enough.
