I want to share my personal findings here because this is a question I see debated from time to time. Short answer: both OWNERS and MANAGERS can verify a profile.

In the Help Center documentation, Google doesn’t use the labels “owner” and “manager” when covering this topic. Instead, they use the term “authorized representative”.

“Any individual or company that manages business information for a Business Profile that they don’t own is considered an authorized representative.”

And when it comes to verification: “Only business owners or authorized representatives may verify and manage their business information on a Business Profile.”

But you don’t have to decode Google’s Help Center documentation to see this. If you have manager-level access to a profile that needs to be verified, note that you have the option to start the verification process. (If you’re still not convinced, you can start the process to see for yourself.)
