In traditional SEO link building, if you site A links to site B and visa versa, they would form a reciprocal link and the "link juice" the benefit that either site would obtain from a such a link would be 0.

When it comes to local SEO is the same true. Eg. if a company A leaves a google review for their supplier company B and visa versa, does the benefit that the reviews would have had on from a local SEO SERP ranking perspective be nullified ?
 
Are you talking about leaving a review as a business on your Google profile?
There is no such option today, it was possible a few years ago.
 
Google is supposedly looking more closely at suspicious review profiles, but I doubt that just 2 companies leaving reviews for each other would trigger any such filter.
