GMB Showing County Instead of City

Does anyone know why Google sometimes lists the county instead of the city on the GMB listing. Or where they pull that information from.

Here is the section of the GMB I refer to though it says the city in this case. One client is showing the county instead, but has an address listed in the city.

It's not an SAB --- it has a public address. I don't believe it's considered an SAB-hybrid either since the address is public.

Update: It turns out the client's address is technically in an unincorporated area, so Google is accurately showing the county instead.
