Just a PSA for anyone else who might run into this problem, which kept my client's LSA ads from running for almost 10 days.
  • His website went down for a few hours on a Saturday, due to a resource problem.
  • Google immediately suspended ads due to a 503 error.
  • Website was back up, but in order to get the ads running again, I had to submit an appeal (really?!)
  • The appeal kept saying status-not reviewed, results-unable to review
  • Days went by with minimal instruction from Google, like "delete the website from the ad, save it and then add it again, and wait and see if that works"
  • Finally, something clued me in to the bot crawling...I had Google Adbots allowed in Cloudflare, but I had blocked Germany and France in Wordfence due to previous malicious activity. Apparently, the Google AdBots originate in those countries. Once I took them off of the blocked list, the appeal went through and the ad started worked again.
  • No one at Google gave me any clue as to what the problem could be. This setting had been active on WordFence for months. It was only after the short downtime that Google tried to crawl my site from Germany and couldn't.
Anyway, I hope this helps someone else avoid the frustration my client and I went through!
