My agency is located in California. We are not against national, but we don't push for it. (Citations and directories all are focused in our area.) However most of our organic traffic (per Search Console) is from outside the US. This has been becoming an issue with the amount of sales calls and spam we get. We have SC geo-targeting on US. Any thoughts on how to combat this or if we should embrace it?
 
I would look at which pages are getting out-of-country traffic. Although our agency is both in the USA and Canada, we also get traffic from other countries. I think it's mainly the countries that read the most about Local SEO.
