I have a client who doesn’t have access to the Google account to access an existing listing for their business. There is no “own this business” link to try to claim the business and when the name off the business is put in at https://www.google.com/business it doesn’t come up.
Since this is service area business I tried the method that is noted in the link below.

It did work in finding the business by adding the place ID as noted in that article. After waiting the 3 days and clicking on the “View request” button in the email that was sent about the ownership request being sent it goes to a page that has a “verify” button on the page (see attachment), but when I click on the link it gives no way verify and it just shows the same “Find and manage your business” page (see attachment) and still when I put in the company name in it doesn’t come up.
Any advice on what to do next would be greatly appreciated.
