One GBP Showing Up in Right Hand Panel for High Volume Search

More of a ranking puzzle than anything, but how do you resolve a situation where a competitor is the only GBP showing up in the main right-hand panel of the SERP for a high volume search? Have a client with a similar number of reviews and a much higher rating, but a competitor has this spot locked down. Any advice?

What is the search? If the competitor has keywords in their business name that match the search it can be very hard to knock them out.
