I think Chris is right. It is definitely the number of reviews. I honestly feel like that makes up 90% of the algorithm. I have personal injury clients with max bids that still can’t get calls because the bigger firms are covering the entire state and have over 3,000 reviews.

I wouldn't recommend creating a new page. Instead, you might consider incorporating the information into an existing page that is already optimized for that specific city.

Just like any other page you need to make the content unique.
