Perhaps a stupid question but if one is simply just a manager over all the listings instead of being an owner, would you still be susceptible to getting all listings under one account suspended?

When you say you charge in packages, can you explain how you do that? For example, do you do a SEO Audit and discuss the most important things to get done first, lump that in a package and have them pay that as a one time fee?

Out of the directories you mentioned Lawyerland and Morelaw has way better DA & PA than the others. Bear in mind that DA & PA are just Moz metrics and has no real ranking factor but work more as indicators.

I would simply post the questions and answers as the owner. No problem at all. Just don't like/give thumbs up on all the questions and answers yourself or question and answer a whole gang of them at once.. because.... because GMBs are as brittle as glass and...yeah that's my whole reasoning

Tried this in Chrome, Edge and Firefox. Tried listings from my country and from others, all kinds of different businesses. Anybody else experiencing this?

Aha! It's unverified for me in Chrome - But not in Edge or Firefox!
