I would try the form again and request a live video verification. That is the only fix here. If the form does not work, try posting on the GBP community forum https://support.google.com/business/thread/new
It seems Google is increasing the amount they crack down on fake review suspicion. If the reviews were legitimate, you should appeal and let us know how it goes! I have heard the appeal can be hit or miss.
If the allegations are true and they were incentivized reviews, tell the client to stop...
Did Google not reach out to you or reply to your form submission? Did you attempt the live video verification?
Anecdotally, I have not seen an influx of "No more ways to verify," but it would not surprise me.
Without seeing the website and analyzing the data, I would lean toward this option too. A domain change is a major undertaking and will impact rankings drastically. I typically recommend that businesses with well-established domains avoid changing them at all costs.

Off the cuff, if you no-index the page that is getting the featured snippet, that should work!
There is no workaround that I know of. You need to click that "contact support" button, which should connect you to a support team that can set you up with a live video verification. It is not the normal contact form, it is a special verification form. Ask them for a live video verification.
Thanks for the breakdown! I am totally going to test this. Someone on Reddit mentioned that when the call button shows up for them, they get a ton of spam calls. I hope that is not the norm!
