We have the same questions. Additionally, although unlikely, what if it refers to posting the exact content/text/image used on a web page? If the website URL is in Google's index, and they are overloaded with indexing and crawling, in a far stretch, might they be saying we already have this?
Varying exterior images are one clear signal of separate business locations. They should not be "Photoshopped", which suggests manipulation. They may be far from this obvious interior office one attached (a bit of humor), but Google AI Vision and TensorFlow Enterprise images are surprisingly smart.
@PaulSteinbrueck, it is interesting to track this over time. I did a few testings today for several prominent schools in the Twin Cities metro and find carried results. I wonder if a school needs to meet a certain threshold as to the number of Google ratings they have.

Google says "Product Catalog isn't currently displayed on Google Maps." As this integrates with GMB listings, it will be great if new methods make it easier that the one-at-a-time process.

We've done the same and are surprised at what questions are asked. Sometimes they don't really seem to relate to the business at hand. I am guessing that there is quite a bit of testing and tweaking going on in this area of how the questions and answers are drawn.
