The best way to get them reinstated is to ask your clients to edit the reviews until they are live.
These reviews are old, and data show that consumers discount reviews older than 3 months, so updating them will work in your favor.

You need to determine whether the GBP has been claimed. When you Google the name or phone number, expand the Knowledge Panel (KP). If it is claimed, you won't see this business. If you click on suggest an edit, you will be given a hint on the email address that owns the GBP.
You can have both GBPs. There are no issues with having citations using the same business name. Both sets will have a different address. You will need a different number for both businesses.

You can use suggest an edit, but chances are high that they will change it back. Unless it's excessive, the redressal form and help forum won't do anything. Even if they did, the business can switch it back after the fact.
I once heard Greg Gifford advice against incentivising staff to solicit reviews as it can back fire. Some businesses and employees can take this too far. A1 garage door services in Phoenix has 12,763 reviews. There is no need for any business to have this many Google reviews.

Appeal the reviews and save the case id in case you need to post in the help forum. Based on the limited information, I doubt Google will take action and remove them.
