I have Manager user access, and when I go and update the Offerings, they always revert back to what the originally were.

Oh, and you do need to go in and 'claim' each department accordingly - Service, Parts, Quick Lube, Collision Repair, etc. and optimize all of the accordingly.
Sometimes there may be additional contact details feeds direct from the OEM - could this have caused an overwrite? Has happened a bunch around dealer hours and changes to them with the pandemic.
I've noticed some anomalies like this when searching on my personal device, but when utilizing the Google Ad Preview Tool, it shows as intended.
