I have finally managed to convince my boss that we should manage permissions to the GBPs we manage like a normal agency (currently everyone logs directly into like 15 different accounts and we recently his the limit of allowed simultaneous logins, which is causing a lot of very creative but also frustrating workarounds to develop).

I have puzzled out the confusing aspects of inviting users:
  • On first accepting unlike logging into a normal account the user doesn't see any GBP until they actually select a GBP group to see
    • (because agency accounts don't have an "ungrouped GBPs" group by default, but the accessing account does, for some reason)
  • Also, users granted access this way can see all GBPs, even those they cannot actually modify
    • This was a great source of confusion for us until we happened to try clicking on them
My only remaining question is simple: can I grant permission to access a single GBP at a time through the user permission system without going through the trouble of making a dedicated user group and GBP group?

This is important because you still need owner access to switch a GBP between groups within the agency account, and many of our clients grant us only manager access.
 
Allowing multiple people to log into the same Google account is a violation of Google's TOS. You can add users per GBP and not per the folder.

I don't need to be told that. I've been complaining about it to my bosses for years. It's not like it was my own dan decision.

And no, the usual methods is exactly what I don't want to do because half the time we do not have owner access to do it in the first palace, as I specifically stated in the above post.
