We would like to implement the Areaserved Schema on our website pages. However we don't want to use GeoCircle as a circle doesn't accurately reflect our service area which is bounded by the coast on one side and a large estuary on the other.

We don't really want to list individual towns as that would take forever.

Is it possible to list counties (states to my US colleagues)
 
I haven't looked into it closely, but I wonder if you could use geographicArea. Perhaps you can test it to see if it validates.
 
The schema for Place can contain the property "geo" which can be of type GeoShape.

GeoShape can be a box (defined by 2 points) or a polygon (defined by "...four or more space delimited points where the first and final points are identical").

I have no first-hand experience with this and I don't know if Google will recognize it, but it's worth exploring.
