Best way to set up multiple business pages for client?

In an attempt to do it right the first time, I am asking for some advice.

I have a client, let's call them Example Publishing.

They have Example Publishing Corp, then 2 websites that need to be promoted with G+ Business Pages - Website 1 and Website 2.

What's the best way to do this?

Set up Example Publishing Corp as G+ Local, then Website 1 and Website as G+ Business Pages?

I assume they should all be done under the same G+ Personal Profile (in this case, it would be the company president with the same email as the company domain).

Any help appreciated.
