Google has flagged the department listing as duplicate. My goal is to get the flag removed so that I can operate a separate department listing for this businesses Parts & Apparel department.

I have confirmed the primary listing with Google as having correct storefront signage, however they are requesting storefront signage from Kalinowski Power Recreational Parts & Apparel which I cannot provide as it is a department within the store. Google's last response is as follows:

Did you use the same business category and landing page URL on the department page as on the primary page?

This appears to be one of those situations you pretty much have to work out with Google support (ugh), but I'd suggest differentiating the categories and URLs now if you still have access to department page in your GMB dashboard.

yes I’ve done both those things. Categories, primary and sub, are all different. Landing page is also different.
 
Sometimes that isn't enough. I run into this with car dealers and their parts department. In addition to categories and landing page, you should have a different phone number, hours, and photos if possible.

If that doesn't help then as Phil mentioned you might have to work it out with Google Support.
 
@darcycburk, as @MyhreVT alluded to, the more you can differentiate the two, the better. Even then, it may be one of those situations where you're at the mercy of GMB support.

Before you contact support, though, you might go so far as to create in-store signage for the "Parts & Apparel" department. That may sound ridiculous, but some businesses resort to that, if it means Google waves their GMB page through. That may turn out to be the deciding factor here.
 
It sounds like whoever you are talking to might be unfamiliar with the rules for auto dealers. Because they are a subset of the general rules, this happens. If you are not getting anywhere, post on the GMB forum and I can escalate it for you.
