Google Stack and Cloud Stack Link Building to Boost Local Rankings

We have been watching some webinars on how to improve local search grid rankings, and some people are suggesting creating Google Authority Stack, Cloud Stack, and SEO AutoPilot links to boost local rankings. Are these legit and white hat techniques? Shall we pursue it to see if they actually help?

What about creating multipage web 2.0 and promoting them via links?

What is the value to the end user of any of the tactics you mentioned? Search is all about the end user.
In SEO, as in life, we harvest what we plant, so even if those tactics are working currently, they can be dismantled by Google at any time.
