How to add keywords that are very similar to each other?

Hi,

First time posting, long time lurker, just wondering when doing keyword optimisation for SEO generally (or local), if I want a single page to rank for, say, 3 keyword phrases that are very similar, how would I do that? Example, I want to rank for "fragrant candles", "fragrant candles sydney" and "fragrant candles parramatta"? I'm thinking I just sprinkle those phrases in the webpage text and H1 tags, etc, is that it?

There's a little bit more to it but you definitely have the foundational concept. Depending on how big the different geographic areas are there's also usually a case to be made have separate pages for each geographic area you want to target.
