How to request a manual review

So I have a site that was hit with some serious negative SEO. I have changed everything and it has continued to not only lose rankings, locally and organically, but it just never recovered.
How can I request a manual review of the site?
Is the Twitter team back? Do you guys think it will ever be back?

The GMB support team has nothing to do with ranking so they wouldn't be able to assist with this. What type of negative SEO are you dealing with?
