Is adding emojis to business name gets penalty from GMB?

Hello folks. I have a question, is adding emojis at the beginning of business name gets google penalty ? For example american flag or thumbs up or #1 medal.

This is hilarious to me because so many companies are doing this right now, seems google doesn't actually enforce any of these things that supposedly lead to suspensions:
