2) If it can be turned off, will it hurt ranking?

You could mark the listing as closed for a time period. Is there a reason why you want to turn it off?

Complete assumption, but if the business is closing down for some reason temporarily then you could just change the hours of operation. I don't know if I would want to risk marking it closed if it's only a temporary thing. With the way Google support has been in the past it seems like more of a hassle to risk.
