Looks like I dont need a website to be listed first on Google?

Hi, My site isn't ranking for my local keywords.
When I enter my Uk local keywords I get 2 google verified businesses at the top, neither appear to have a website.

The first appears to be spam as if I click about, it comes up as a company in Italy.

Should I try to copy what those guys are doing and not even bother with a website?
I know there are so many rules about websites which change all the time.

There are nuance that would explain why a listing without a website ranks. Are they close to the searcher? Reviews? Are there GBPs optimized. It definitely is possible for a listing to rank without a website if they are the best results for Relevance, Distance, and Prominence.

But if you want to have a higher chance to outrank them - I suggest doing as much optimization as you can - including having a highly optimized website.
