Map Rankings and Scale of the Query

Hello, when I make a search on the Google, it doesn't show my business at the 3pack. Then I clicked the 3pack results and checked my ranking, it was 5th.

After that, I increased the scale of the map. I will put a pic. of it at the below. When I look at the rankings from a bigger scale, I was at the first ranking.

Why is that? The query was "Cosmetic Surgery Turkey". It is a geography query, I know but why am I not in the 3pack?

I have 2 guesses:

1. Your location service wasn't ON through SERP but was ON in maps.
2. The SERP maps (google.com/search...) has update results when map moves "enabled". Unlike Google Maps (google.com/maps...) where you have to trigger it manually to enable. I've noticed that the Local Maps range is further than the search result. So your geographical scale might be different between the Local Maps and Local Pack results.
